Mr. Loutan is the Principal Engineer responsible for Renewable Energy Integration at the California Independent System Operator (CAISO). He focuses on real-time power system operations, control performance, and the reliable integration of renewable energy resources into the electric grid. He has served as Principal Investigator for numerous technical studies and has played a leading role in advancing industry understanding of the operational impacts of large-scale renewable generation.
Mr. Loutan developed CAISO’s original “Duck Curve,” which illustrated how increasing levels of variable renewable resources would transform grid operations. The Duck Curve highlighted the growing need for flexible resources with fast-ramping capabilities and identified the potential for midday oversupply conditions as renewable penetration increases. The concept has since become a widely recognized framework for understanding renewable integration challenges worldwide.
He was also instrumental in collaborating with the North American Electric Reliability Corporation (NERC) to establish flexibility as an essential reliability service. In addition, he helped develop many of the operating policies, guidelines, and reliability standards necessary to support the transition to a cleaner, greener electric grid while maintaining system reliability.
Mr. Loutan is a licensed Professional Electrical Engineer in the State of California. He holds both Bachelor of Science and Master of Science degrees in Electrical Engineering from Howard University in Washington, D.C. and is a Lifetime Member of the Institute of Electrical and Electronics Engineers (IEEE).
